“朝阳群众”APP上线：可举报可寻人
13日晚间，北京市公安局朝阳分局官方微博“平安朝阳”发布消息称：为进一步密切警民关系，更好地发挥“朝阳群众”作用，朝阳警方会同相关单位研发了“朝阳群众HD”APP系统，目前已进入上线测试阶段。
The Chaoyang Branch of Beijing Municipal Public Security Bureau launched an app named after Chaoyang residents, which is nicknamed as the "fifth largest intelligence agency" in the world by China’s internet users, in a bid to better connect the police and ordinary citizens.
为了密切警民关系，北京市公安局朝阳分局发布了一款以“朝阳群众”命名的app。“朝阳群众”被国内网友戏称为“世界第五大情报组织”。
该APP目前分为“要案”（major crimes）、“寻人”（missing person）、“招领”（lost and found）、“嫌犯”（suspects）、“车辆”（vehicles）五个栏目。在每条信息下面，都设有“发表线索”的区域，用户可以通过文字和图片的形式参与。
此外，在该APP界面右下角，设有醒目的“举报”（tip off）功能。点击红色的“举报”按钮，便会出现“儿童拐卖”（child trafficking）、“疑似嫌犯”（possible suspects）、“老人走失”（elderly missing person）、“肇事违章”（traffic violations）、“遗失招领”（lost and found）和“其他举报”（other tip-offs）六个选项，点击其中任意一个，用户可用小视频、拍照或文字的方式进行举报。
网友将北京“朝阳群众”与美国中情局（CIA）、前苏联克格勃（KGB）、以色列摩萨德（MOSSAD）和英国军情六处（MI6）并称为世界五大王牌情报组织。“朝阳群众”是每一个相信正义、遵纪守法、敢于打击犯罪的普通人（ordinary people who believe in justice, abide by the law and have the courage to fight against crime）。他们是实实在在出现在街头路面的一支发现违法犯罪线索的重要力量，他们的身影随处可见。
他们向警方提供多起涉毒案件线索，其中包括几位明星吸毒案件（a number of high-profile Chinese celebrities were found using drugs）；还提供了网络“大V”薛蛮子以及演员黄海波嫖娼的线索（residents in Chaoyang have also tipped the police about celebrities buying sex）。
此外，朝阳群众还在帮助警方打击违章建筑（illegal constructions）、黑车（unlicensed taxis）方面发挥了重要作用。
